Well, not playing Ubisoft games actually, which would explain why I haven't run into this question until now. Option 2 is to create your account and then download the client in order to start adding your games and eventually start gaming. Ubisoft game require Uplay regardless of Steam purchase or not. U still wouldn't be able to.

You have to wait several minutes depending on the internet connection you have in order to download and install a game. This is from a theoretical standpoint, and I'm not entirely sure what will happen. Of course it will not work on Steam. Worst case, you could just run uplay as a non-steam game. You probably purchased some like Assassins Creed or Ghost Recon Wildlands and you want to activate them, proceed to the installation and eventually start gaming… What you have to do is double click the Uplay shortcut and open the software.
